Bureaucrats are the problem ...
DEFRA's obsession with immaterial nonsense was in full swing over pens - Cats come in different sizes and have different personalities but they all share the same trait of squeezing themselves into the smallest available space to sleep in - but DEFRA’s use of arbitrary regulations allowed some local authorities to threaten catteries with closure for the most minor and inconsequential transgressions - like a pen being 1cm too narrow or a shelf being a biscuit's width too low - yet anyone venturing into the real world knows that everything in a cat's life from the home to the garden works just fine without any standardisation.
DEFRA even added the requirement for stifling temperatures when it's common knowledge that cats can survive outside in winter because they have evolved fur coats and will happily roast their kidneys on a radiator in Summer because cats can be a little stupid too.
These bureaucrats are clearly engaged in and alternative reality where self-preservation and obstructionism is classed as public service.
Government departments all want to pretend they aren't unelected bureaucrats but the public knows that all the governement's institutions are ineffectual because the renumerations, benefits and being part of an unproductive class mostly appeals to the least amongst us.
But even if a few potentially capable people do get into public service, they don't develop any useful talents, skills or abilities that can ever be useful anywhere else so they will do and say anything to keep thie job.
And this leads to the situation where we have a class of unproductive fellow citizens where no one is responsible for their own decisions and every bureaucrat spends their entire working lives inventing a myriad ways to evade accusations of gross negligence, gross incompetence and gross misconduct until they retire at the expense of the public purse.

Up until 2019, this industry had been providing a public service without the need for any intrusive bureaucratic involvement.
Our industry operated through sheer dedication, permanent shift work, longer hours than a junior Doctor, below mimimum wages, permanent responsibility, 24 hour call-out, no downtime, no health cover, no paid leave, no pension and no promotions.
But these officials want to reshape our industry by requiring us to find aditional time and employ aditional staff to deal with the increased demands of pointless paperwork.
All these officials have done is lowered our quality of life, left us with less time for the animals and subjected us to permanent lockdowns and they are still pretending that their legislation will improve animal welfare!

We aren't here to serve the fantasies of incompetent beauracrats, they are paid to serve us.
In real terms we're being told how to run our businesses by self-serving, irresponsible, feckless bureaucrats, who are using our representatives to learn what they should have known before setting pen to paper.
DEFRA's position has not shifted and they are willing to jeopardise more boarding establishements in the pretense that they can make their regulations work if they're given another year or two to hold a few more zoom calls.
They plan to continue doing nothing despite knowing that abuses by local authorities are rife and knowing that the rating system is beyond repair and the regulations are unfit for purpose.
DEFRA are clearly willing to sacrifice more individual businesses to cover up their own incompetence and the failures of three layers of sub-standard bureaucrats to come up with any universal regulations that have had any beneficial effects on this industry or animal welfare.

DEFRA already know that hundreds of unlicensed gangs of cat-sitters and dog-walkers have sprung up around the country and there are no available resources to prevent it from happening.
DEFRA has continued to throw public service under the bus and have knowingly delivered another year of avoidable disasters to our sector. DEFRA refuse to recognise that three separate bodies of intellectually challenged and educationally stunted bureaucrats advised, wrote or enforced regulations when not a single one knew enough about this industry to identify their own ignorance or thought to ask for help.
