DEFRA: Out of their depth, out of ideas and out of excuses.
- Not a single cattery or kennel owner goes into animal boarding because they dreamed of being a bureaucrat.

- All the paperwork anyone in this industry needs is a simple permanent paper record and a simple diary for bookings - anything beyond that is personal choice and will depend on available time, necessity, staffing numbers and cattery size.
